Technical background

ReleaseStorageUnavailableError comes from the enterprise feature publish. It fires when a release handler such as release:result:apply cannot read from the release storage: a network error, a 5xx, a timeout, but also access denied or a missing bucket. The release itself is not marked as failed. A missing object or malformed JSON keeps its own permanent code.

The 503 means the caller may retry. Bound the retries, because a misconfigured storage key stays 503 until the configuration is fixed. The cause is only in the server log.
