RateLimitUnavailableError (HTTP 503) fires when the rate-limit backend (Redis) cannot answer, so no limit decision is possible. Kumiko fails closed: the request is refused instead of letting a flood through without a cap. The cause is in the server log.

Check the Redis connection of the app. Once the backend answers again, requests pass without a restart. A caller who is over the limit gets rate_limited instead.
